Late 2022 – 2023: Following the 2021 arrest of Giorgio Garcia, at least one survivor filed a civil lawsuit against Santa Clara County and Garcia. Additional lawsuits emerged under California’s AB 218 look-back window, alleging sexual abuse by staff and detainees at Santa Clara Juvenile Hall and affiliated facilities, with claims of institutional negligence. March 25, 2021: Garcia was arrested in Red Bluff, CA, and extradited to Santa Clara County. He was charged with multiple counts of sexual assault of a minor under 14 based on abuse of an 11–12 year old client from 2003–04. Authorities urged other survivors to come forward.
February 2021: A woman reported to police that Garcia sexually abused her when she was 11–12 while in the juvenile system (2003–04). Investigators also confirmed a 2006 report from another girl who accused Garcia of abuse.
2018: Santa Clara County paid a $205,000 settlement to one of Tricia Caparra’s survivors. Investigative reporting revealed the county only acted after the survivor sued, raising scrutiny about oversight and reporting practices.
September 28, 2017: Caparra was arrested and charged with 17 counts of sexual assault involving two boys at William F. James Boys Ranch, plus one felony count of unlawfully accessing survivor information.
Mid-2017: A former detainee (by then an adult) filed a civil lawsuit against Santa Clara County over Caparra’s abuse. This lawsuit spurred further law enforcement action.
July 10, 2017: Caparra resigned from the Probation Department during the internal investigation.
